    1.0 Introduction

    "Those who want the government to regulate matters of the mind and spiritual are like men who are so afraid of being murdered that they commit suicide," said Harry S. Truman. Religion or spiritual belief is a vast idea within the mind of every human being for those who believe in his almighty Creator. Freedom of religion and conscience is the oldest version of internationally recognized human rights which touches purely on individual liberty. Protection against freedom of religion was granted as early as before civilization evolved. Religion is a belief or faith in the Almighty and the freedom to profess a religion of his/her choice became a debate amongst many people in this civilized world.

    This article addresses two important issues, namely:

    (i) the legal status of the continental shelf of Sarawak where offshore exploration for, and mining of oil and natural gas are ongoing and substantial reserves of hydro carbon are located; and

    (ii) Is Petroliam Nasional Berhad or Petronas and its Production Sharing Contractors required to comply with the State laws of Sarawak, such as the Oil Mining Ordinance 1958 and the Land Code of Sarawak, in exploring for, and mining of petroleum (which, by definition in s. 10 of the Petroleum Development Act 1974 includes 'natural gas'), within the territory of the State of Sarawak?
